SA President missteps in efforts for collegiate D.C. trip

Student Associaton (SA) blocked two councilmember’s from attending a nationwide conference representing part of the Los Rios Community College district.

In turn, SA President Scott Cunha violated the bylaws and tried to veto the Student Association’s vote in a letter last Thursday.

“I, Scott Cunha, hereby veto [the] council’s decision.”

Cunha was speaking of Bill S06-02, authorizing $8,100 for the annual American Student Association of Community College Advocacy conference in Washington, D.C.

Cunha was trying to reinstate the trip and said he based his decision on the basis that this will “affect all students at all four schools, as American River College is supposed to cover the expenses for the other [campuses] and be reimbursed by those schools. This trip is an annual trip taken every

year and should not be cancelled.”

SA councilmember Barbara Hamlett and adviser Phil Sanders, who have attended this conference before, would attend again.

Lou Martinson, director of legislative affairs, said there would be no direct ARC representation for the people who will be attending.

There appeared to be some confusion regarding the issue of reimbursement from other colleges and no formal written contract specifying the amount, if any, the other campuses would repay ARC.

Cunha, seeking an answer, looked to Hamlett and Sanders. A motion to change the amount was then proposed. At yesterday’s meeting, the issue was brought back to the table and for a second time was denied unanimously.

Barbara Swanson introduced Bill

S07-01 in which SA would support the ARC Jazz Ensemble with $2,000 for the purchase of 200 “Downbeat Magazine” award-winning CDs to fund their representation at the International Association for Jazz Education (IAJE) in New York in January 2008. The matter was sent to the finance, government and legislative affairs committees following a re-write by the bill’s author.

Hamlett introduced Bill Fall S07-03, in which SA would spend $1,000 to restock the public relations room with supplies.

Cunha said he thought the bill already had been sent to activities and government. The board informed him it had not been forwarded to those committees. The president forwarded the bill to those committees.

The Student Association meets Tuesdays at 12:30 p.m.
